Thomas Phillips(Felix) [Violence used in kidnapping]

The agent pointed a rifle at a civilian’s face, kicked him, and kept his finger on the trigger. When confronted, he aimed the gun at another person and threatened to shoot and kill them instead of providing a badge number or a warrant.

In the vehicle, he laughed at the victim and said it was funny that he was destroying their family. He then took the victim to a secluded area, tied his hands and feet, and discussed beating him until a passing truck interrupted, at which point they abandoned the plan.

The agent is described as extremely aggressive and dangerous, threatening lethal violence without justification and openly mocking those he targets.
